Can he change die of the ship he is on as well or only "friendly"(other) ships?

Yes he can. His card does not say other friendly ship.

He costs 8 points and takes up two crew slots. That's a pretty hefty price to pay for what he does, which is quite nice. So at best he's fairly well balanced.

Personally I think flying him on an OGP makes the most sense. His range is unlimited and he will be your opponent's first target, so let him be the rabbit. As long as he's on the board, he's effective. That's still a hefty 29 pts though.

I love flying Decimators and I feel like there's no way Palpatine is better than the trio of Captive, Isard, and/or Gunner/Vader. I just think Palpatine weakens the Deci and makes it a remarkably obvious target.

Yeah, I agree... Palpatine on a Lambda is definitely the way to go... I think his ability will make for some fun shenanigans with cards like Saboteur...

Yeah, I can see him being great fun to play, and will probably appear at a lot of tournaments, but I don't expect him to be in any tier 1 competitive builds.

Another balancing feature I see is he can only change 1 die once a turn. While that is pretty impressive, think about the total number of dice (green and red) you roll in a given turn. It might only be a few, it may be over a dozen. That is very expensive (points and crew) to get to change 1 die. But then there are always those all blank rolls hahahahaha.

I see him as a gamble. His die change could mean keeping a friendly ship alive for 1 more round or being the difference in destroying a dangerous opponent. It also may not, and 8 points is a lot to pay for that.

Where he might be a credit to the game is in possible future releases. Let's say that FFG releases a scenario pack which provided options for reinforcements on a particular die roll. Emperor could guarantee their arrival when you wanted them.

I heard of interesting combo encountered on vassal:

Deci was firing to something with low agi. Gunner was on board.

3 blanks, 1 hit. Instead of risking putting in just 1 hit, imp played choose to change this 1 hit to blank a use a gunner.

Certainly out of the box thinking:D

Seems like the odds of changing a blank to a crit, giving you a hit and a crit, would be just as good, if not better, than changing a hit to a blank and activating gunner...
