To answer the initial point of this post.
Having a points system doesn't mean you have to use it in your games. If you want a narrative battle with no points, power to you, i run "points-free narrative games" all the time. But when I want a "fair-fight" I use points. Having points in a system doesn't stop you from doing anything else you choose with it, having no points system or restrictions causes a lot more problems than choosing to ignore them on occasion.
Just because GW couldn't balance their games at all does not mean making no effort to balance a game is a good thing.
