That latest update date doesn't mean it went on the boat on that date, only something was updated.

It can take (and often does) over a month to prep a single cargo container for shipping by sea in China, several weeks in transit, and up to a week in a US port before the cargo is unloaded. If FFG updates their website the moment the product leaves the factory for the boat - it could still be five weeks before the cargo is even stowed. That doesn't mean that the moment these few cargo containers are prepped, the ship sets sail - there are all kinds of other cargo containers needing to be prepped - and delays for a multitude of reasons are common enough.
Think of the "on the boat" stage as meaning everything from leaving the factory, to arriving at the prep-yard, to eventually getting on the ship, to waiting for the ship to be full, to the sea voyage, to docking priorities, to customs, to getting other things unloaded in the US first, to finally getting it off the ship, to de-prepping, and getting it on trucks to take to a centralized warehouse for sorting and "local" delivery (to various stores).
I don't think, or at least I wouldn't be at all surprised, if it weren't physically on the boat for even half the time it is in the "on the boat" state. That just means it is sitting in transit somewhere - a third of that time will be sitting in a dockyard in China, waiting to get on the boat, or waiting for the boat to fill up and set sail.

Ridiculous. Every time a product ships, that product is quickly loaded into a single container and immediately ferried across the ocean. The TIE Bomber's boat, which is in transit 3 months and counting, is circumnavigating the globe due to the dock strike at the time it set sail instead of taking the usual direct route. FFQ has a dozen of these boats at their disposal and The Raider is taking so long because they were uncharacteristically all on this side of the sea and needed to make their way back before resuming their normally staggered transit schedule.

It's probably a good thing. If they listed a date like video games then and then had to constantly push it back, it would be far more frustrating.
Things they have to deal with
- Licensor approval
- Manufacturing issues
- Shipping delays
- A ton of other stuff but those seem to be the big three problems that would cause the most delay
the point I was making was months ago the raider was placed on the boat, then moved back to in production, then moved to on the boat again last month, then on the boat again 2 days ago. if something is physically somewhere, how does it magically end up further back than it was?

One would assume they don't even manufacture them, let alone ship them, without licensor approval. How much would they lose if Disney decided against it?

Status updates need to be taken as wishful thinking. There's so many variables that can influence every stage of production that are beyond anyone's control. A couple of years back there was a traffic jam so bad vendors set up food stands and port-a-potties were brought in for the motorists. Stuff goes on in China the scope of which we can barely conceive.
