Are there going to be any more agendas (non-banner) in 2nd edition or its chapter packs?

Most assuredly! 1.0 had all kinds of agenda cards; in fact my hope is that they actually dial it down a bit from there. Like I want to see there be a case for not running an agenda at all in a particular deck, even if the trend is for most decks to use one. This is Thrones , after all. E'erbody has some endgame in mind.

I wonder if Fealty is meant to be the "No Agenda" option. It would seem you're putting yourself at a pretty intense disadvantage for little reason without it.

Not totally agree here...

Putting only 15 neutral cards is an huge disadvantage for coreset decks only (I think this will change with the first cycle).

in some extreme builds, I was playing no agenda before fealty... Most of the times of course i do whatever I can to stay at 15 neutrals and play the agenda but in some factions you are in difficulty to enter 30 peeps of your faction only for example (as 15 neutrals mean : 3 kingroad, 3 rose road, 3HJ, 2/3 put or tears, and 3/4 other cards only between : peeps, milk, iron throne, other excellent events, some attachement like bodyguard in some decks... this is a stern and difficult choices !).

In fact, when i was newb', i was thinking banner agendas were not playables at all as 12 allied cards + the neutrals mean you can't barely play your own faction. Of course, now, I think this is not true and i play banner agendas to give me more peeps choices (and notably access to weenies like 1 or 2 GC allied peeps) AND for being able to enter unlimited neutral (not always above 15 of course but at least i have the choice !).

So in the end, I keep near no deck without agenda in my current builds but fealty is clearly not a free agenda, playable when you can't manage to build an alliance version of your deck. No A, fealty and banner all have their interests and drawbacks and, as with lot of different other aspects of this game, things are well balanced !

Silme, I'm taking the long view always when it comes to the Core Set. The "core set only" meta matters not one little bit, and I know for a fact that it wasn't designed with a minimal card pool in mind. Of course Fealty is a difficult sacrifice right now, with only 20 cards in each faction.

With 60 or 70 cards per faction in the future, you'll have no trouble filling out a deck, and unless we get some effects which say "if you are not running an agenda" or "if your opponent is running an agenda," then you'll have to get up pretty early in the morning to not justify either including a minimal Banner contingent or running Fealty.

I don't think Fealty will be the "no agenda" option, even beyond the Kingslayer (1 Core only) meta.

Granted, if you happen to build a single-faction deck with fewer than 15 neutrals, there is absolutely no reason NOT to throw Fealty onto your Faction card. But I don't think limiting yourself to 15 or fewer neutrals is going to be particularly easy, even as the card pool grows beyond the 200+ cards of the Core Set.

Between Bodyguard, Milk of the Poppy, Kingsroad, Roseroad, Put to the Sword, Put to the Torch, Tears of Lys, Superior Claim, and Hand's Judgment, there are just too many utility effects represented by neutral attachments and events that are not likely to have counterparts in each Faction. They don't NEED to make a Stark or Baratheon "kill after MIL" event because Put to the Sword already exists, you know? And while there might be reducers or even in-Faction +1 gold locations, they won't necessarily replace the need for Roseroad, depending on the cost curve of the deck you're looking at. And this is before you ever look at any of the neutral characters.

And as the card pool expands, it's as likely that new neutrals (Street of Sisters and Maester's Chain already partially spoiled, for example) will make this issue grow, not shrink.

TL : DR - The basic utility of many of the neutral cards spoiled makes me doubt coming in under 15 neutrals in a single-Faction deck will be very easy, even in an expanding card pool.

True enought...

Right now in coreset, this is a true dilema to enter fealty against a no agenda but i'm totally sure (and so i agree with you now) that for example Targaryen will have no hesitation to play an automatic fealty once the first packs are here ! Same on lannister who still have strong interesting banner decks but will have a great temptation to play fealty agenda... (especially with this morning spoils !).

in this case yes, fealty will certainly be intended to be the "standard" no agenda option...But even in the case of long term good luck to make meta choices with only 15 neutral cards... but this is another matter :D This is why this fealty agenda is well balanced : an heavy malus but a great bonus ! true deckbuild choice... for now and sometimes I think.

Fealty is an Agenda that reads:

"You cannot include more than 15 neutral cards in your deck. Action: Kneel your faction card to reduce the cost of the next loyal card you marshal or play this phase by 1. "

The new spoil of "put to the torch" make even harder to play fealty... another near autoinclude neutral event ? This one is well needed, in all my octgn games so far, locations were untouchables and decisives so this new event will help a lot...

Very very rich deckbuilding...

So far in my limited plays, Fealty has been significantly better than any house banner agenda. I think it's partly because of the discount and partly because most factions synergize well with themselves. All the cost reducing cards become less effective with 2 houses. Many other cards only affect a certain house (like the Wall or Risen from the Sea, for example), so again a single house has more synergy.

What has been everyone's experience so far? Have you used any 2-house decks that have been stronger than fealty decks?
