Some TOs are more lax about the rule than others. Not a judgment, just an observation.
If a laser brakes of of 1 of my x-wing is it no longer legal?
Its legal, but its Attack drops to 2.
I can't imagine any TO would be super strict about mods UNLESS:
The ship is no longer clear on what it is (ie modding x-wings to look like z95's)
The ship in some way misrepresents the overall situation (ie having magnetic mounts and flying your ships backwards)
The ship is obstructive to the playing field (ie you can't 'mod' a falcon to the size of a pizza dish, blocking the view of other ships)
The ship provides an advantage over a non-modded ship (ie adding antenna to my ship that conveniently mark the range1 distance)
The rule is there as an out to prevent anything obviously nefarious.

People will often 'get away with it' but it is important to know what the actual rule is and if possible be prepared if a crackdown were to occur.

@Zathras23: You should paint a range ruler on the neck of the guitar. That would provide a nifty in-game benefit.

Yes, a falcon cannot be modded to the size of a pizza dish. That is ridiculous.
Being the size of a pizza dish right out of the box is the job of a Decimator.
