And yeah, it's for a pair - the give-away is the 's' on the end of "Lightning Claws"

Im not so sure, they normally go to length to tell you if its a pair, instead the blurp is 'normally taken as a pair' etc.

In my mind its for one, the rest I blame on FAC being incredibly dodgy.

Also in that blurb: "unless worn as part of a pair... a lightning claw gains the Unwieldy quality". I would say that because the table does not include the "Unwieldy" quality they are a pair.

On the other hand, 12 kg is perhaps a little light...

EDIT: Yeah, I take it back. Given that one Astartes Lightning Claw is 30kg I reckon 12kg is reasonable for a single human-sized one.

So it is 12kg per Lightning Claw.
