The disguise kit fakeout tactic

I'm hoping for a chance to use the disguise kit on an NPC to have the group think it's one of their major enemies. If things go to plan they'll chase him down, lose sight of him, regain the chase and if they eventually kill him. I'll have it revealed that it's actually an imposter who disguised himself.

Anyone ever done something like this? How was the reaction?

So, some kid who saw a guy he thought looked cool and decides he wants to look just like him, then winds up getting hunted down and killed?

Oh, that’d be a nice twist!

Or, maybe the bad guy knows that there are people hunting him down, so he pays people to pretend to be him, in order to try and draw out the guys on his trail? Or maybe as a distraction, so that he can get away?

Or, maybe the bad guy was pretending to be someone else when the PCs encountered him, so when they find the real guy who was being faked, he turns out to be a minor local celebrity who was well liked and now the PCs have a bounty on their head for murder?

Yeah, all sorts of interesting twists you could do there….

Ooh, maybe the disguised person they run into is actually part of some much larger unrelated plot by Black Sun, and when they manage to kill that operative now they’ve made a much bigger enemy? Maybe they now have to get roped in to replace the disguised operative to complete the mission? I wonder what that mission might have been?

The second one is pretty much exactly what I'm going for.

Maybe he wears a false moustache, but removes it when he wants to be stealthy? Nobody sees past a false moustache (or glasses etc.)

But who would take such a job? It makes more sense that your Nemesis would disguise himself, not pay others to do it.

Maybe pay people to pretend to be Waldo at a “Where’s Waldo?” Scavenger Hunt game?

Or maybe have someone organize a “Everybody Dress Up Like Elvis” type flashmob?

Only, in these cases “Waldo” or “Elvis” is the Nemesis NPC in question, and there’s suddenly a lot of potential targets that look just like the description?
