Same should be true for Luke and other redirecting stuff like Xizor, just as an example.

Right. Gunner and Draw their Fire trigger in mutually exclusive cases. Even if your successful attack ends up doing no damage to the intended target, the game still considers you to have hit with the attack, so Gunner won't work.
