Edited by AlatristeYes indeed. Attacking with a grenade is a Ranged (Light) skill check, so Point Blank applies.
+1/rank to all ranged attacks at Short and Engaged. Unless you're doing something strange like using the grenade to fashion an IED (making it a Mechanics check of some kind) I think you're good.

Mechanically, sure...but the Flak Vest
1) is cheaper than both (way cheaper than Laminate),
2) has a much lower rarity than laminate,
3) has a hardpoint (which Padded Armor doesn't have),
4) and is lighter than laminate.
So that's why I suggested it
most bang for your buck against the Blast quality.

I think I'd allow the extra Point Blank damage to raise the damage of a Blast activated on a miss, though. Against whichever one target you like; not all of them.

I wouldn't. Makes more sense to get it on the direct hit, but the blast is a quality activated by advantages, so not part of the Hit.
Powerful Blast is for raising blast effect damage. Point Blank for the direct hit damage.
In regards to Point Blank and Powerful Blast and a grenade's Blast quality...
As a GM, I'd probably allow Point Blank to be applied, but as Away noted it'd only be on a single hit, whether that be the primary target or one of the targets affected by the Blast quality. But I can see GMs taking 2P51's view if for no other reason than simplicity, and that only the original/primary target would be subjected to the extra damage from Point Blank. Especially since Powerful Blast is a thing and applies directly to Blast damage; allowing Point Blank and Powerful Blast to both apply to Blast across the board starts making the Blast quality a lot more powerful.
