Yes. You get a TL and may use it to modify that attack.

Maybe you didn't use the focus while attacking, but before. Good to get that cleared up.

Semantically, i can see the question. One says while attacking, the other 'to attack'. Are you attacking before, during, or after you spend the focus? Interesting question.

That is part of the issue of secondary weapons and the rules.

You are attacking from the moment you declare a target which happens befor you even select a weapon (insert mutering about turrets not working here), so by the time you spend the focus to fire the blaster turret you are well into the attack.
