How do you deal with swarms ?

In d20-based games, swarms automatically cause damage as long as they occupy the same space as the target. Would it be fair to do the same in EotE/AoR? Beyond that, I think there should be some sort of limitation regarding causing damage to them, especially if you're trying to blast away at them while they're swarming over an ally.

Special ability:Swarm (halve damage dealt to the swarm before applying soak unless the weapon has the blast or burn quality [regardless of if the quality is activated])
