okay, now... When it says "Players having a trade agreement with each other may acquire a technology owned by the other player" or somesuch... What do they mean by "Acquire"? Do I still have to pay resources for it? and if so - how many?

I would have to say that it's "free", based on the card. The purchasing of technology via the Strategy card specifically lists a cost. Acquiring it via other means has no cost.

No, you just get the tech for free.
