Similarly, if she were to have a Gunner equipped, she could reduce the effectiveness of the first shot to regenerate a shield, and the Gunner'd shot would still be at full power.
Not that I'd advise a Gunner on a ship with 2 attack, mind.
I think that's one of the best combo's for her. She isn't losing damage by taking a dice away from TLT, and she's gaining a shield. And THEN she's getting another attack without the dice being taken away.

Well, yes and no. If the attack hits, then you're not losing damage. But that's if it hits, and losing a dice makes it less likely for it do so.
I think the FAQ entry from Garven Dreis is helpful here. If he is equipped with R5-P9, he can spend a focus to pay for the cost of recovering a shield via R5's ability, even if he as at full shields. So, here the cost is paid, one less die, but no shields are recovered.
My brother sometimes plays Miranda with Gunner in this way.
If he has shields to recover:
- Get close (range 1) to one enemy ship.
- Shoot the TLT to another ship at range 2-3. Do not spend tokens.
- Second shot of the TLT, roll 1 less die, recover a shield. Do not spend tokens and miss.
- Third shot with Gunner at range 1, 3 dice, spend tokens.
If he has full shields:
- Get close (range 1) to one enemy ship.
- Shoot the TLT to another enemy ship. Do not spend tokens. Hopefully hit.
- Shoot the TLT to another enemy ship. Do not spend tokens. Hopefully miss.
- Gunner shoots at range 1, spend a shield and tokens for a modified 4 dice attack.

That strikes me as incredibly expensive and very situational. Personally, it doesn't seem to be an efficient use of points.

You're not. The primary weapon Gunner would have to be against a different target than the TLT, which is entirely legit with Gunner.
Also note the TLT shots _do_ have to be against the same target.

No, you must decide before rolling dice. You cannot roll dice, check the results, then decide to drop a shield to roll another die.

No, you must decide before rolling dice. You cannot roll dice, check the results, then decide to drop a shield to roll another die.
However, if you don't use her ability on the first attack, you can decide to use it before rolling dice on the second - you decide on a per-shot basis, not when you declare the target.
