Very powerful at any cost; drastically overpowered at its given cost.

And that's how Corran Horn killed everything while Biggs took bullets for him. Seriously, that's insane. Also crazy strong on TLT Warthogs.
The thing is, requiring an astromech is not actually a sacrifice, as astromechs are already beneficial.
If you actually want to make it so this has some benefit/drawback balance, you make it a "Targeting Control Astromech" and make it TAKE UP the Astromech slot instead.
Make it 3-4 points, since it's basically adding a Concussion Missile's special ability to your X / E-wing's primary weapon or a Y-wing's turret/primary, and doing it in a much more reliable manner. Also saying "Rebel Only" is redundant if it requires an Astromech, especially if you're going to use the Astromech Icon rather than the word (so there's no confusion regarding Salvaged Astromech upgrades).
What if you had it grant a re-roll instead? and limited it to low pilot skill? Call it 'training computer' or something. The E-wing and X-wing generics are the most in need of help

Other than BTL-A4 Y-Wings, I love giving this a pilot-skill restriction: Can only be used if your skill is 4 or lower.

Yeah, it'd have unintended consequences if you put it on other ships, but it's quite clearly intended for X Wings only. So let's just assume that this hypothetical card says "X Wing only".
I think it'd be a good upgrade. Not too overpowered because it does nothing to enhance the X Wings survivability, and as we all know the X Wing tends to be 1-2 points too expensive as is, and it takes up your modification slot which removes the X Wings only chance at getting a post-movement repositioning option.
Make it a Modification and a Droid slot.

That makes people choose between it and other options, but it's a little bit cheaper.
What I'd give the X-wing is the ability to change a blank or focus to an evade once per round. Not only would that strengthen it defensively (its offense is fine), but would also allow you to use the dud astromechs from Core and Wave 1 that have inbuilt die rolls.

I like it, but changing either seems way over the top. I would probably just go with 1 blank like auto thrusters. but make it only once a round.
