So is there still no certification program in place? Or is it viewed as not needed.

I think the only requirements to be a TO are you need to be pretty conversant with the rulebook, the FAQ and the tournament rules.
There was talk of one, I even emailed FFG about it maybe 6+ months ago, but still no word other then 'we're still looking at it'
FFG is developing a training and certification program for judges (I don't a think TOs are included) but it is not yet ready. They said they won't roll it out until it can meet the demands of tournament players for all games supported in FFGs OP. It will happen but it will not be part of this tournament season.
Of course the next question is: will it be worldwide?
It will be FFG official worldwide but it will be up to any event organizers to use it or not. Even in the US if it is not an FFG run event the 'official judge' will, most likely, be optional.

The program to train won't be rolled out until it can work for all FFG (tournament) games. You will be able to get certified for just one game.
