- is the Phantom able to perform actions while it's cloaked? For me, they are no rules against such interpretation. Imagine that: Phantom cloaks with ACD last turn. Next turn it doesn't want to decloak, so it flies like a regular ship and may perform e.g. evade action. The only thing it cannot is shooting.

Am I correct?

Correct. Being cloaked ONLY does the following:

1. Increase agility by 2

2. Cannot perform attacks

It is not like a stress token that prevents other actions.

This is another example of doing what the rules say, not what they don't say.
