So when you get a concrete fire command dial can that apply to the anti squadron dice or only to ship to ship fire?

Add One Die or ReRoll, as applicable, to a Single Anti-Squadron Attack, if you desire.

Note - it only applies to a single attack, not to an Arc's worth of attacks against multiple squadrons.
