I've seen several battle reports where they use Screed's ability to change a die to a crit into crit+ damage, or abilities that allow you to change to dmg becoming a 2x dmg. For the life of me I cannot find anything in the rules saying that crit + dmg is the same as dmg. Am I missing a ruling?

How do you mean?
Example: if you roll a black and a red and they both come up blank - you can spend (remove) the red to change the black to a side with a crit. As you can choose a side with a hit and a crit that's two damage, the first to be resolved being a critical.

If you want confirmation, understand that FFG has described this tactic in some of the news posts where they spoiled Screed's ability. Obviously, that's not really using the rules to clarify why it works the way it does, but I'd say it goes quite a ways in confirming thats the way they intend it to work.

Still, Admiral Screed’s ability can come in handy even if you don’t roll blanks. For example, the face of the black attack die that shows a result also shows a result. If you sacrifice one result to convert another result to a result of plus , you lose no damage but gain the opportunity to trigger a critical effect.
Screed ability says a die face with a Crit icon. Because black dice have a side with a hit and a crit icon on the same side you can use Screed ability to get that result. But you can only do this once per activation and you loose a 1 die as well.
Abilities like this will likely get made later on. We will likely see ones that can do so much more as well.

"Once per activation." An activation is each ship. Three ships would be three activations per turn, or three opportunities to use Screed.
