If i use PTL on a ship and take a focus and an evade can Jan turn the focus into an evade? giving me TWO evades?

Yes. Jan changes what is assigned, she doesn't change what action is performed. So she can get you a second evade token without breaking the rule about not performing the same action more than once each turn.

You could not, however, focus and use jan to get an evade, then focus again for an actual focus token as that would be trying to perform the focus action twice.

Also worth pointing out that you must use Jan's ability at the same time that you are assigned the focus token / perform the focus action.

You cannot retrospectively use Jan's ability on a ship that has already been assigned a focus.

(I've seen a few mis-plays along these lines)
