Ok here it goes, I have a tournament Sunday and not sure what list to take:

FELL,

Autothrusters

Push the limit

TURR,

What is best take a bomb on Kath or PTL on Turr?

PTL on Turr, definitely.
However, it might be worth demoting Kath Scarlet to a Bounty Hunter, to grab a Gunner or one of the empire's incredible 3 point Crew and a Seismic.

Or downgrade Kath to Bounty Hunter, VI on Turr and Stealth Dev on both Interceptors.

Or downgrade Kath to Bounty Hunter, VI on Turr and Stealth Dev on both Interceptors.

I disagree. It can be incredibly potent when you're in range 1 and can do both TL + Focus. I have had games where Fel (or other interceptor) has had a crap red die roll (despite a focus) that being able to re-roll would've been possibly game-winning. So it can be really nice, especially since there are always those times when your interceptor has to turn around or flee and you only need a boost that turn, so you can easily push the limit for a TL on a nearby opponent (who has no shot on you because out of arc).

But it can also be a trap: you should only use it when you aren't gonna be shot at, or the incoming fire is trivial (like a 2 die attack at range 3 and you also have autothrusters). So to me, Target Lock on an interceptor is really a luxury you can only afford when you don't need your repositioning actions or your defensive tokens. Therefore, you won't be using it all the time and pretty much only with Push the Limit, therefore its not a good choice for Turr with Veteran Instincts. Opportunities for him to grab a TL are so rare, its not even worth the 2 points.

For most elite interceptors though, you are often better served using the royal guard title for a second defensive upgrade (assuming your first was autothrusters); although that might be list dependent. I think Fel gets the most out of TC because the extra focus means that stealth/hull/shield are often superfluous on him (I know, stealth is really popular on him, but he doesn't really 'need' it and I think he's tanky enough without it...most of the time).
