They both trigger at the same time (after an attack), p16 of the FAQ tells us that when both players have effects that happen at the same time, the player with initiative resolves his effects first.
So in this case the answer depends on who has initiative.

The other thing to remember is both abilities are not compulsory. If Laetin has initiative there is no need to place the token if Wes is just going to swipe it.

Although you probably want to place it anyway, since Wes may forget to take it for some reason, or he may choose to steal your TL or Focus instead (or vice versa) still leaving you with a token.
