Theoretically yes, but I'll only be buying one of each. We plan on putting the neutral units out for "auction". The 2nd player will get to choose one unit first, then the 1st player chooses one, and so on. Choosing a unit doesn't require you to actually use it, just add it to your pool of units. Unless the rules come with some specific suggestion for sorting them out.
For now, that pretty much means the 2nd player will get the option to use the Razorwings, but it will improve once the others get here. We're not worried about balance as the units will presumably be just as good as any others for their point cost. You do get the option to add in their Lore cards as well, some of which look pretty strong.
We set up an AI Generator to choose which side gets the Neutral (if any) . Just got my CSI

I figured 1 Neutral pack per Neutral would work & FFG is already melting my plastic so limiting
Neutrals to 1 in a Game appeals to me.

Maybe it could be a random pick a card for the neutral factions, to see what you get. Added to your choice pile.

Razorwings are officially available, so, there should be no harm in postng this.
At the beginning of the game, you create a draft pool with the deployment cards of all the neutral units available. Before mustering the army, players may spend mustering points to recruit neutral units. The first player chooses first, and chooses one unit among the available (if he wishes to do so; otherwise he may pass). The second player then chooses up to two units to add, and pays mustering points accordingly. Then it's firt player's turn again. The drafting phase ends after two consecutive "pass".
IMHO, 1 each should be enough if you plan getting all the three packs; if you go for just one pack, the grab two copies of that one
