Minimum Obligation (PCs or Group?)

In EotE page 43 it indicates that the minimum Obligation is 5 because someone always owes someone something. Is this meant to infer that the group's total Obligation must be at least five or that each individual character's Obligation must maintain that threshold of five?

5 each. You can reduce it, increase it, change it. But on the edge of the empire you can never escape obligation, you'll always be in trouble with someone.

I took that section to read 5 for the character, so a party of 4 would still have 20 points of Obligation.

If you have a particularly large group, one could consider lowering the minimum a little, or removing it for particular individuals (like the party droid who's owned by the party), but in general and by RAW, yes it's 5 per character.

I don't think that is necessary. What GM has 21+ players at his table? NPCs in the party don't have the same rules for character creation as the PCs, so they wouldn't have Obligation that would impact the party. Instead, they have GM Story Plot, heheh.

Right, but 12 PCs at the minimum obligation aren't putting you over the 100 limit for spending XP. So, no reason to change the minimum amount a PC can have, heheh. So, basically you have a full squad... now if you were doing AoR, you'd have a nice commando unit or Rebel cell :)

You don't have to be at 100 to have the minimum effect your game, particularly if you're using the notoriety chart in the GMs section and similar comparisons. Eight players will but the base at 40, which gives the group significantly less room to work with than a typical 4 player game with a base of 20. This can become exaggerated if you have some players with extra obligation of a type that's difficult to work off.
