No, it's not unique, so other IG-88 models can have it as well. It only applies to the Pilot Ability which is printed on the ship cards, not EPTs.

It wouldn't be much good if it were unique as it only lets abilities be shared between ships with the upgrade.

In many ways I see it as a basic part of the ship that just didn't happen to fit on the normal pilot cards so it was made as a free title instead.

You can't share abilities if there aren't more abilities to share...
