How are you playing it? Am I missing something? It seems like you get three encounter cards per possible Ent. Not a good bargain.

Just to be sure, the Ent's action discards encounter cards so they are not revealed.
The resources are only added to 1b at the end of the round, so if you take fewer rounds to recruit the ents, then you will not end up with as many encounter cards.
On that note, the Ent of Fangorn's action is not restricted so you can exhaust 3+ heroes each round. If you have 4 players (or sufficient readying effects like Cram), you could nab most or all the ents in one round by repeatedly triggering their actions.
Ah... I see. You have to stick around for one round anyway, so you might as well try for an end and then you are tempted into trying for more. I think Cram is the only card that will help though as you don't have any resources.

Tactics Boromir would let you do multiple attempts, but he's only got 1 WP so you'll probably threat out before you manage to recruit all Ents...
When I played this quest, it was 2-player, and we just decided to go 2 rounds and see how many Ents we could get. 2 cards revealed on stage 2 is pretty reasonable. We ended up with 2-3 Ents each time.
It's usually not to hard to convince the Ents. I usually try to get two of them (taking me three turns) or even three (taking me four turns). Usually I get between 2 and 3 tokens in one turn, and the Ents are totally worth the time. It's not that the encounter cards are especially frightening in this scenario, so one more is not that bad. Especially when you consider that two Ents can destroy, ahem, explore any no-unique location for you in one turn.
Edited by leptokurtDid some maths: In a single player game the average threat per card is 1.38. That will go up in multiplayer because of the X cards, but not by much.
Did a quick simulation just for fun:
If you try to recruit them all with Boromir (1 WP) you will have to make an average of 38.4 attempts.
If you play one copy of Elrond's council (or some other +1 WP effect) to put Boromir at 2 WP, you will have to make an average of 22.6 attempts.
With 3 WP, you average 16.0 attempts.
With 4 WP, you average 12.8 attempts.
There are other options for WP boosting, but I can't think of any that don't require a very lucky opening hand. Like A Good Meal + Courage Awakened could put Boromir at 3, which is reasonable.
Now, it there were some relatively easy way to get Nenya on Galadriel without using resources, you could bump Boromir up to 5 WP and complete it in 12 attempts every time.
You gain 1 resource (extra) per hero when playing easy mode. When I am not completely wrong that resource is gained during the initial setup of the game and not while getting the usual resources (which you don't at this quest). So you would have an resource to spend for Neyna.
