I love the premise. Xizor and PS1 Zs go together well enough, but combining them with a Torkhil so they can shoot first isn't the worst idea I ever heard. I don't like Moldy Crow on Torkhil without Recon Specialist though. Too many points for something that isn't actually granting you actions. Instead, use those 3 points to convert Predator to Virago+Fire Control System, then spend 1 point on VI for Xizor putting him at PS9, which could be important in lots of matches.
So then it's a 25pt Torkhil, a 37pt Xizor, and 36pts in Z95s. That's a 2 point initiative bid to make sure your Xizor can still have his way with arc-dodgers after Torkhil's 360 degree turret explodes. I think it's a pretty solid list. If you wanted to get greedy, you could drop to a 1 point bid and put inertial dampeners on Xizor, too. Not sure which I'd go with in that spot.
