The Hound's Tooth isn't in the same point class as the Falcon or Decimator (what I call the super heavy class), so you shouldn't expect it to be as "fat" as those those ships.

Although, I would have preferred it to have more stats and be in that class rather than having a third large "heavy-class" ship.

Still, it should be pretty cool, and gives Scum a ton of options for 2 ship builds.

To be fair, most of the large bases where not designed to be run with more than three.
