The forum software actually does have the capacity for that. I doubt FFG'd ever enable it though.
I usually just report Kiloden's threads, but to each their own.
To be honest thread titles like that are offputting to me and I don't end up clicking on them until I've exhausted every other thread that interests me first. If I've ever created a thread title like that, sorry. Not sure if I have in the past.
It would be nice if people would create thread titles that are actually indicative of what they're discussing though. I don't really have any problem with clickbait-y titles, what I have a problem with are thread titles that say absolutely nothing about their contents. This is more of an issue with the squad list forum, as people will post threads called, "scum list idea" or, "Imperial Build- TIE Focus" or, "Swarms". Maybe there would be more than 3 responses to your thread if you actually described the list in the title, you have more than enough characters for most lists.

Surprisingly it does work on mobile as well. You click the title once and the arrow appears. Using an iPhone and chrome not sure about other phones or browsers.

The best solution would be to never answer in those threads. Even if you clicked it to read it, just dont answer.

You can't really complain in the Squad Lists forum. If you went in there, you're looking for squad lists.
Saying nothing about their contents are threads with titles such as "This is my problem" or "Here's Why I'm Angry" or "The Best Thing About...". A squad list thread titled "Scum Squad List" isn't really something you complain about. The "TIE Focus" one even named the list. There's a difference between people disliking clickbaity titles and wanting the first post to be typed into the title line.

this problem is why sub forums are by and large, a bad idea.
I don't have an issue with a thread titled, "I hate to do this, but I'm frustrated..." because it's click baity, I have a problem with it because it tells you absolutely nothing about the topic. That thread might as well have just been titled with a long underscore and it would have been exactly as indicative of its contents as its actual title.
If it was titled instead, "I hate to do this, but I'm frustrated because of X", X being fat turret meta or whatever he's complaining about, then I would be okay with it being click bait.
A topic in the squad list forums called, "Swarms" tells you absolutely nothing about its contents. It could be looking for counters to swarms, looking for a good swarm build, proposing a funky swarm like 7x Black Squadron. "Scum squad list" is also similarly hyper vague.
A thread titled "Munition alpha strike: Nera Dutch katarn" tells me more than enough about its contents. I haven't clicked on it because I either haven't noticed it or because I'm not interested in those types of builds.
It's just annoying looking at the squad list forum and having like 3 topic titles actually describe the topic they're discussing.

I detest these types of threads. My Facebook feed is full of this crap. It's very angering.

To me it works the opposite, I have no clue what they're about so my interest isn't piqued as much as if I knew what they were about. If it just had an inflammatory, attention grabbing topic title that was accurate I wouldn't mind.

I think some of the topics are ok. The people that want to see them go looking for them. Mods/repaints, Battle Reports, etc. Users are providing a resource for others to view/read and not necessarily soliciting feedback.
But some topics where you are soliciting feedback are best not buried in a sub-forum, in particular Squad Lists.
Anyways, I think they went a bit overboard on the sub-forums.
People who want to give feedback will go there. People who don't won't. Removing the Squad Lists subforum is the same mentality as spam emailing: pester 100 people that aren't looking for your thread in the hopes that one will reply.

There is an entirely different category of people you have failed to mention - those who don't mind giving feedback and occasionally will, but don't seek out opportunities to do so.
You can compare it to spam all day if you like, I'm not buying it. This is an area full of open discussions of all types, and you pick and choose which conversations you enter, just as you would in an area full of open discussion in real life. I don't have a party and put up different rooms for different conversations. If I hear someone talking about their garden, I just move on to another discussion. People are exposed to and enter the conversations they wish to be a part of, sometimes even something they aren't that interested in, and nobody ever accuses people of spamming.
