The Tinkerer thing is debated. Some say sure, some say that a ship isn't "equipment."

The Rigger talent tree found in Stay On Target allows a character not to add HP, but does allow them to select a single vehicle and get similar effects through the use of the talents (increased armor, handling, ect).
