I was curious how the relation is because of Palob and Ysanne
If you have non-pilot stuff then the person with initiative always goes first. If it involves pilots then the lowest PS acts first and highest PS shoots first unless there is a tie in PS in which case the person with Initiative acts first at a given PS level.
In the case of Palob vs. Ysanne who has Initiative IS very important. If Ysanne's for has Initiative them the possible Evade Action triggers first which could make a token for Palob to steal. If Palob's side has Initiative then THAT ability triggers first at the Start of Combat and because Ysanne hasn't done anything yet can not possibly steal that token before the ability is done.

If multiple abilities resolve at the same time, the player with initiative resolves his abilities first.
PS doesn't matter when resolving triggered abilities, including ones that trigger at the start of combat.
Except for Corran. Because FFG. But for everyone else, PS doesn't matter when resolving triggered abilities.

Palob and Isanne both TRIGGER at the same time but then the still RESOLVE one at a time in initiative order.

It does look like the rulebook could use a "would resolve" in there. I was looking more at the non-rulebook statement which really doesn't say what order to do them in which the rule does include.

I honestly don't think of decloaking as a triggered action any more - with how strenuously defined it is, it's really more like a mini-phase all on its own.
