I want to create some ideas for a ship, and am looking for a good resource. Specifically: I want to find not just pilot card builders, but upgrade card builders as well. Can anyone point me in the right direction?

I think it asks you what plugins you want when you install it. It was such a non-issue that I don't really recall how I got it.

This is correct. It has an in-app plugin search.
