Rules Interaction Question

A discussion came up yesterday in a pickup game regarding Commands and Upgrade Cards. More specifically in question was this:

VSD + Expanded Hangar Bays + Flight Controllers + Chiraneau

So is this how this works:

Command is Squadrons. Player activates 4 Squadrons. Player has Zero Command Tokens. Player activates Chiraneau. Player also activates Flight Controllers for extra attack. Player also has Howlrunner.

Now, do the two upgrades require a Squadron Token to activate, or just the Command being there means you can do ALL of the upgrade-allowed actions? There was some questioning of this in the game, and I am genuinely curious. I've had games where this has come into play with other interactions outside of using squadrons. Namely the Engine Techs on the Gladiator if no token exists, nor has a Navigate Command been used.

Look we're all new, so don't kill me too much on this, but I want to inform my play group if we are all playing wrong.

To use an effect that has one of the command icons all you need to be doing is resolving the command. Doesn't matter if it is dial or dial plus token. You can use as many effects as you have during the command.

I just found sort of what I was looking for in the rules discussions. I looked in the wrong forum area. That is a scary, scary combo.
