How do we read this?
Could we say Rebels are the best in the game currently because of all the top ranked builds? Or are these builds kinda 50/50 versus the Decimator/Soontir?

I believe it means they are the most popular builds found in the tournaments. Not necessarily that they're winning the most.
They are ranked as the winning builds. By looking at each event you can see what the reported top 2-4 builds where but not which ones one it. These are then ranked as to how often they appear.
Hmm they were always ranked in order but I guess it wasn't that clear, have added in some little trophy icons to make it more obvious
