Brig-Detention / Scar / Timing

Hello! My playgroup has been playing BSG *a lot* lately, but I just discovered this forum and this is my first post. I have some doubts about a few of the mechanics of Pegasus and I wanted to raise the questions and hopefully get some clarity. Here goes:

1) Brig / Detention. According to the Pegasus rulebook, cards from the base game that reference the Brig also apply to Detention. The intent seems to be that the two are interchangeable. Also according to the rulebook, when the fleet arrives at New Caprica, all the humans "are moved to Resistance HQ." My question is whether people who had been in the Brig prior to New Caprica are moved to Resistance HQ or Detention. A strict reading of the rulebook suggests that everyone in the brig is automatically freed upon arrival at New Caprica. That's how we played the other night but I can't say it felt right. Is it possible the "no move" clause on the Brig prevents the "being moved to Resistance HQ", and therefore the human stays in the Brig (i.e., is transfered to Detention)?

2) Scar. Scar says he "can only be destroyed on a roll of 7 or 8". I know this means that any effect which involves a die roll and attempts to destroy him must succeed with a 7 or 8 (whether it's a viper pilot, Pegasus CIC, or what have you). What I'm wondering is whether I should read this as:

  • A) "can only be destroyed on a roll of 7 or 8 or by any effect that does not entail rolling a die (e.g., Authorization of Brutal Force)
  • B) "can only be destroyed on a die roll, and even then only on a roll of 7 or 8 (e.g., can't be picked as 1 of the 3 in Authorization of Brutal Force).

3) Timing. The rulebook says that if multiple effects attempt to resolve at the same time, current player decides. Our group can't decide whether to define "at the same time" as

  • A) The people literally opened their mouth / tried to play their card simultaneously
  • B) During the same window of time (before moving onto any subsequent steps--like a "stack" or "chain" from CCGs)

This is sometimes a significant distinction. For example, in a recent game Player 1, an unrevealed Cylon, took a key skill check as his opportunity to (unofficially) reveal and played a Reckless card that would have had no meaningful effect other than triggering the Treachery cards he intended to add. With this newfound information, Player 2 , a human, moments later stated his "simultaneous" intention to play a different Reckless card--one that would help the humans pass the check. Since this was during a human player's turn, the player sided with the human. No one argued that the two effects were actually simultaneous, only that they were mechanically simultaneous since nothing else had transpired in the interim.

As far as timing of actions that people want to do at the same time, our group resolves them using the player order - so current player has first priority, the next in line for current player has second, and so on.

Reading on "The Official Pegasus Expansion Rules Thread", I see that the Scar question has been answered. (It's B).

I received an email reply from the Man:

1) All human characters are moved to "Resistance HQ". Yes this even includes characters that were in the brig.
2) Scar can only be destroyed by effects that roll a die, and only if a 7 or 8 was rolled.
3) If multiple players try to play a card that has the same timing window (for example "Before Resolving a Skill Check"), the current player would decide the order in which they are resolved. If, as a result, the second card can no longer be played, it is returned to its owners hand without effect (like in your reckless example).
