So here are my thoughts:
The meta is heavy with 2 ship builds. It's not everyone, but it's a lot of players. BroBots also became the number one most winning ship in the last 90 days, as of last weekend, just edging out naked B wings. This list is untested, but it seems like it should do decently against Bros, in theory.
The plan:
Whisper has PS9 with a 2 point initiative bid. Not horrible. Should be able to pull off standard Whisper tricks. The zinger is the Rebel Captive. With Mangler Kath on board, enemy ships (especially those with PTL, like Dash, Soontir and some Bros) are really going to have to think twice about shooting her. The potential to become double stressed and then exposed is very high.
Kath Scarlet with Mangler and Engine is pretty common, but wait, who's that in the co-pilot seat? Why it's Ysanne Isard. But what's she doing? Working with PTL to make a boost during the combat phase possible, for arc dodging and arc gaining after PS11s? Pretty gimmicky, but could be very effective. With Double Dash and BroBots (some of whom do not use VI) in the Meta, PS7 isn't an inherently terrible place to be at, but once the shields are gone, Kath can also move AFTER the traditional action step, even if she bumps! This could get interesting. Not only that, but having 2 actions in addition to the free evade, and 2 green dice, could really help her stay alive towards the end game.
Traditionally, Ysanne only goes on Decimators because nobody else has the crew slots or hull to make it worthwhile. Kath can't use this trick unless HALF her HP is gone. It's risky. You may only get a single use out of this. Why not just Gunner? Answer? Endgame survivability. A Deci with 12 hull can definitely use Ysanne more than Kath, but how much more? I'm not convinced it's as much as you'd think, in this meta. If Whisper takes the opening shots, Kath and the Rebel Captive can double stress the enemy out thus opening them up to fierce retribution. If Kath ends up looking down the barrel and seems to be the one who's going to get taken out, you can use PTL early game for Evade and Focus, thus turtling up and intentionally trying to dip into exactly 1 damage while Whisper lays the smack down. Once Ysanne goes online, the 2 greens, plus focus, plus arc dodging, plus free evade could potentially help you last as long as a 0 green Decimator with 11 hull, depending on your opponents.
Cons:
No intelligence agent. You'll have to be really good at flying Whisper. Boy howdy do I wish there were 1 more crew slot for an intelligence Agent somewhere in this list.
Trying to land Kath in the slightly into hull sweet spot for Ysanne usage could be tough. A cunning enemy might take you from 1 shield to 1-2 hull in a turn and then you'll feel mighty silly.
Weak to stress. Since Whisper has the highest PS on your team, she's vulnerable to Rebel Captive. Infact, so is Kath, since she's using PTL. Most stress mechanics are going to give this build a bad time.
Pros:
Arc dodging and double stressing are the natural weakness of BroBots. Since you depend on your arcs to fire, their autothrusters and boosty/evade actions won't be able to save them this time.
Once stressed, Dash has nowhere to run, nowhere to hide. Get in his donut hole and send him to pancake heaven.
Should have a semi-decent game vs. BBBBZ, since you're using agility ships (which aren't bad against swarms) and can dodge arcs after you pop a couple.
