Is there a written rule on when an action is considered "done"?

I ask this because I was watching a playthrough where the Commander had to draw two crises and select one. He did so but cried "done!" when he made his choice and the CO immediately pressed the done button; meaning that during somone else's following action the commander casually discarded the unselected crisis and placed the selected one in the crisis box.

So the question is, is there a rule describing whether one is officially done when they make their selection, or when they get the appropriate pieces/cards in the correct spaces? I didn't see it in the rules but I could have missed it. Thanks.

P.S. I asked this at BGG a got some opinions and guesses, but I was looking for an answer based on rules-knowledge.

Pretty sure there isn't an official rule.

The opinions and guesses from BGG pretty much cover your options.

If it matters to you, discuss it with the people you're playing with before it comes up.

Fair enough. If that's the case, I wonder what the designers intended.

I'd say it's once you've made your decision. Moving the pieces/cards is just book-keeping.

So where's the decision in collecting the budget or drawing tech cards or placing UFOs or adding an enemy to the base? The time limits include time for actions with no choices involved, which argues that the actions with choices involved also include time for the book-keeping.

On the other hand, if you say the book-keeping is part of the action, you run into some interesting problems with what to do if the time runs out in the middle of it.

This may be why the rules are a bit vague on the subject...

That's a fair point. Perhaps for actions with no choice it should be when all the tokens are moved, and for others it's once the final decision is made? Or maybe for mandatory (alien) actions you have to complete them regardless of the timer, and for XCOM actions, if you fail to complete it (including placing tokens/soldiers/collecting money) then... tough :P

I guess it's up to each player group to decide.

We usually wait for someone to complete the action fully or else dismiss it completely and have the Central Officer check.

But you're all right though, that this is just part of how you could play it.
