Dono, here's your post from the d20 Forums, which was very useful:

The more I read, the more I know:

a) how the powers work (which was my original question)

b) I won't mess with what the rules say

c) that the Move power its not as powerful as I think it is.

That last point is the big one. Move looks powerful on paper, but until a PC hits Force Rating 3 (which is fairly expensive in terms of XP), they're not going to be able to reliably get the Force Points they need to activate numerous upgrades, especially if they haven't spent the XP to purchase multiple instances of those upgrades.

For a FR2 character, GM Chris is right in that the odds of getting 4 Force Points is pretty slim, and from my own stress tests of the system during the EotE Beta, the average in terms of Light Side force points at FR2 is a 2, with FR3 hovering between 3 and 4, and then things just getting nutty from there; FR5 is devastating in terms of being able to activate multiple upgrades for any Force power, but it's also extremely expensive in terms of XP costs to get there.

The Force power system was (from how I seet it) designed to appeal more to the characters with a low Force Rating, so that they could opt to focus on buffing up one or two specific powers by purchasing the various upgrades, thus enabling that one Force Point spent on activating the upgrade to go that much further.
