So this came up in a game today. I was getting close to the edge with my Gladiator and I had a maneuver dial. I chose to up my speed, but this put me of the map as I measured after I upped my speed. Can I measure pre upping my speed? Or can I only measure after making the choice.
When can I measure?
Changing your speed happens during the very first step of ship movement: Determine Course. However the maneuver tool can be placed on the table so long as it isn't slotted into the ship's base. This means you can measure before announcing that you are spending the Maneuver dial and changing your speed. Once you say you've changed your speed, you are stuck with that, even if you later see that it would take you out of play. Therefore, don't announce your speed until you're sure.

I thought you could *not* measure at any time (with the maneuver tool) and could only break it out once you hit the Determine Course step for a ship.

Additionally you cannot do anything that would require two rulers, or the range and maneuver tool simultaneously. IE you can't use the range ruler at the spot you think you'll end up when you move, or use the distance ruler to stay just out of range 1. (Because you need to have the ruler down to move by the rules.)
