So with Echo using the 2 bank templates, when she decloaks, is she still allowed to do the barrel roll with the template, effectively changing her arc angle the 45 degrees? Because that's pretty awesome

Echo is allowed to decloak horizontally with the 2 Bank Templates, like Lieutenant Lorrir can barrel-roll with them.
Before attempting to Echo, PRACTICE, as she cannot do so with the 2 Straight template, and that angle facing has lead to many unwary players flying her right off the board.

Yes you can pick any of the 6 bank options for decloak (the left and right 2 banks forward as well). But, you have to declare it first before you stick your template down.... meaning you can't change your mind if your decloak will take you somewhere you don't want to be.
Like DP said, practice. It is VERY easy to dance off the board. I've done it a few times.

THAT depends on whether or not you are playing by tournament rules. In the regular, base game you can measure all of your BR positions before committing to what you want to do.
