I was wondering what does "at range 1" means exactly?

Does it means that ship/squadrons:

- need to be completely behind Range 1 line?
- can be past the Range 1 line as long as a part of it is behind the line?
- need to be exactly "at" range 1 line or it can be in between range 1 line and the token?
