So I think that normal actions are added to the bar from upgrades eg Falcon title, EU etc. Or is it only the ones that the ships initially start with? If it isnt then what about Lando, Expose or Expert handling among others. Not really sure.

Actions on your action bar include those that are printed on the ship's card, and those that are granted by upgrade cards that say "Add the (icon) action to your action bar." Examples include Falcon title and engine upgrade.

Other cards that allow you to perform actions but do not include the words "add to your action bar" do not add actions to your bar, and work through the damaged sensor array crit that disables your action bar. Examples include Lando, Expose, and Expert Handling.

An interesting case is Ysanne Isard on Imperial large ships. She grants a free evade action if you have no shields and 1 or more damage cards. If a decimator or shuttle has Isard and the damaged sensor array, they still get the free evade, as the evade action is not on their action bar. However, a firespray would not get the evade, as that action is present on their bar, even though they are using the action through Isard's crew card.
