Might be a little too specific.
That's why I made it 0 and ept. So only the named guys can take it, but it they take nothing else for ept, this is an auto included. Seems like a nice fluff and very scum like.
And if no one flies Rebel Captive, I've wasted my EPT slot.
yes, but you only take it when you don't use the ept slot on your ship. It's a 0 point auto add if your not using the slot.

I would probably call it fearless instead.
I like this two, but you would have to limit it to Crew Upgrades for just two points and make it unique. Otherwise cannon and missiles and other things that cause stress wouldn't work either. that's a little two powerful for 2 points.
Also, for fluff reasons how does mara give that 1 stress? Does the ship fly close to them nearly hitting the enemy? What is the fluff for it. Also, the stress bot, what is the fluff for that too?

Ok. So I think basing it on Crew cards is the best option. Since it's fearless, anything that Mara does to scare them or make them stressed, fails, since they have seen death in many ways before.
I think you can reasonably hand-wave an explanation for why Rebel Captive would apply to Scum, e.g. they want the bounty so they need them alive.
There might be design space for an EPT that allows you to avoid foreign-generated stress, but that's a different conversation.
That would be good with fluff and a perfect card for the scum. Who really don't care about many rebel captives.
In my internal canon I've always justified it as the Rebel Captive being equally important for the scum, whether pirates or bounty hunters, a valuable bounty or ransom-worthy figure of importance to the rebels valuable to the scum.
