After looking at the crew card for the Emperor it makes me wonder if it is going to be extremely overpowered. What could be done to effectively counter it.

Gun down the ship he is on.
Figure out how not to roll dice while doing so.
Considering his cost in all things, limited use, and what he can sit in I don't think many are worried about him being extremely overpowered. There is more discussion about if he will just be effective considering his cost.
He will tip some scales. Kenkirk, for example.
Remember he can only be used on two ships, 1 has 10hp, and 1agil the other has 16hp no agility, and the emporer eats up 1/12th of the total cost of the squadron by himself for a single die roll per round so I would hardly consider him game breaking, can he be used to great effect yes, but is he really any better than a gunner + recon spec for the same cost?
if you shoot at kenkirk and he modifies defense, you're going to be
a.) frustrated because he's ******* 3po
b.) happy because he's ******* 3po for 8 goddamn points
not saying he isn't going to be good, but I doubt he's going to be that good

I don't think that means what you think it means.
Several folks have pointed out that if he modifies defense dice only twice to prevent hits that he has, in essence, paid for himself (if you compare him to paying for 2 Shield Upgrades that would do the same thing). That's a simplistic way to look at it, but it's also fairly apt.
When you consider that he is the only card in the game that allows you to modify dice rolls that occur outside of combat, I don't think he's over-costed at all. I've watched people struggle for several rounds to get rid of a Weapon Malfunction or Structural Damage crit. It would be lovely to know that you were guaranteed to get rid of that the first time you tried for it. Wouldn't you love knowing that if your opponent made the mistake of driving his 1 hull ship over an asteroid that you could guarantee he would blow himself up? That kind of tactical flexibility in Wrinkly's ability can't be understated, I think.
I think he won't be that popular due to the cost. He's 2/3rds of a TIE fighter for crying out loud.
That being said, he will be deadly in late game scenarios.
I remember MajorJuggler calculated the 'break even' use of C3PO. That is, how many times does his ability need to proc to be worth his points. For 3PO if he procs once (turning a blank or focus into an evade) he has already paid himself off, effectively granting you 1 extra hull or shield for 3 points. Rolling a blank or focus on one die will happen 5/8ths of the time so he has a decent shot of paying off very quickly and also quickly does MORE than his points are worth. For the Emperor its going to be at least double that since he costs 8, plus the opportunity cost of using two crew slots.
Now I've had shuttles focused fired down in one round before. Two rounds is easy for most builds that are 3+ ships focus firing. The Emperor will really punish the 2 ship builds who will have a harder time laying down enough damage to take him out quickly.

Yea but 3PO only nets you 5/8th's of an evade each time he is used and doesn't have an offensive use. He is a LOT better than 3PO. He's so dynamic I wouldn't really try to compare him with MJ's 3PO math.

He costs 8 points and can only fit in a Lambda, Decimator, or Raider.
I suppose Decimator Turretwing lists will get a bit of a boost. That's more Turretwing 2 ship lists being obnoxious and less Palpatine being OP though.
I think the Emperor is pretty powerful. He has a wide range of uses and will be used most likely every turn unlike C3P0. Even if you compare him to C3P0 for his defensive capabilities, the Emperor is better. With Golden Rod, you have to decide to use him prior to throwing the agility dice. Not so with the Emperor, "oh look I rolled an evade, I guess I will use the Emperor's ability for something else or the next attack this round.

The emperor can only change die rolls of friendly ships. This will not work.
No, while he is good, the only two ships he can go on die fast to focused fire.

NO
He will be no auto-include and you want built your list and your strategy around him. And thats good actually.
A shuttle with the Emperor will draw more fire then any other piece in the game.
It's nice to think that he's offering the shuttle another lease on life, though.
I can imagine him working very well with Royal Guard squints in support - the Interceptor is the most dice-dependent ship out there, so will benefit most from anything which lets you control the dice rolls (hence autothruster interceptors!)

Yorr makes for a superb support ship for the squints, and anyone trying to take him down is going to suffer from the sensor jammer if Carnor can drop in behind them as they do so.
