(This idea comes partially from the 40k concept (held by the Imperium) that ork technology works not due to any particular ingenuity, but due to a strong psychic belief in the orks that it ought to work. For the same reason, ork vehicles painted red can achieve higher speeds, because red wunz go fasta.)
Love your idea. it can work with both theories. I probably adopt some of what your writting here into my own version of it see below
THEORY 2A) The LEMMINGS WAY: at certain times when the greenskins confidence in a given culture swells, so do their numbers. Greenskin females produce several more offspring per birth than usual, meaning in short time the greenskin population will swell unproportionally. There is also some evidence that they grow faster, and as lemmings would do, they set on a suicidal march of killing and destruction, leaving nothing but havoc in their path.
