I haven't played any huge ship epic yet, but I'm imagining those two trailing behind the raider which is barreling toward the enemy front. They'll have a shot at anything that gets close to the raider.
You don't want to put anything close to the Raider. If it chooses correctly, it takes a chance at a little bit of damage to wipe out multiple ships easily. And you don't want to fly too close to it either as it will do the same thing to you. Seems like it would be fun to fly in formation, but the potential for misjudging is waaaaaay worse than missing an asteroid.
I'm probably going to put him on a OGP with sensor jammer and maybe counter measures. The only other more defensive shuttle I can think of would be to go Kagi with engine.

How would kagi be defensive? You are forcing tls onto the emperors shuttle...ogp seems the best bet for pure def measures...
Defensive as in a tank. You want your opponent to fire at the most durable thing relative to firepower that you've got. Every shot at the Emperor's Shuttle isn't at your glass damage dealers.
Plus Emperor and Kagi. Better still is that a certain one of the Royal Guards pairs very nicely with Kagi.

I was thinking more of Kagi's pilot skill than his pilot ability. At PS 8 with boost he could possibly dodge a few arcs.

I've also thought that as well. Tarkin could also improve the effectiveness of sensor jammer.
Space cows don't dodge that's why they are always getting tipped over.

Yeah he can go on a decimator, but that seems like a lot of points to spend if you plan on holding him back out of the fight. If you go all out and put him on a fat RAC in the middle of battle he's going to get murdered quick.
The Decimator is most likely the opponent's primary target anyway. Might as well make it Kenkirk with Palpatine, he should last a couple rounds longer then normal with this combo.
Why aren't people asking instead, "Why would Palpatine be on such a low profile vessel? Why do I expect this?"
Even Papa Palpatine likes a little cruising now and again.
Palpatine on an OGP would be excellent. It really forces your opponent to consider your target priority, and allows squads to make use of dice-dependent upgrades like Saboteur. Highly competitive? Eh, probably not, but the fun / fluff factor is unparalleled.

Palpatine frequently travels in shuttles. He used one to fetch Anakin's body in Ep3, he used one to land on the DS2 in Ep6, and he used one to travel to Mandalore (is that the planet name?) to kill Savage and kill or capture Maul. He also has and uses a private shuttle in the latest canon book Lords of the Sith.
The Emperor being on a shuttle is more fitting than him being on a raider or even a star destroyer. Afaik he only makes two canon appearances on a star destroyer, end of ep3 when reviewing the DS1 and during Lords of the Sith, vs four appearances in a shuttle.
