We already knew about Vader + Vessery as BFF's but now we have another strong option for best buddies! Imagine running Maarek+ATC along side Palpatine giving him even more crits. This could be a devastating combo.

Ugh no. That's broken. Game is ded guys.
Well, I'm not terribly scared of that.
Maarek's ability is great late-game, but if you put Palpatine on a Shuttle, Palpatine won't last that long.
Ultimately, Palpatine's going on a Decimator only if he's intended to last that long, which means you get 1-2 other ships flying alongside him.
His ability works just fine with only one ship on the table, so that's likely intentional.
A shuttle with engine and advanced sensors is pretty mobile. It might last longer I properly outfitted for survival.
