Can Palpatine modify attack rolls after you've seen your opponent's defense roll results and modifications?

No. The attacker has to finish modifying his dice results before the defender even rolls defense dice.

You still have to follow the rules of the game when it comes to dice modification.

I'd say no but more than likely the card will come out and then be on the next FAQ.

The problem with saying he has to follow established timing rules is that there are no timing rules for modifying dice outside of combat. Palpatine can modify rolls when you fly over a prox mine, or get a crit that requires a roll. His ability isn't just used during combat. I think the rules that come with the raider are going to have to specify when exactly you use his ability.

There are rules for when you can modify a die however.

You can only modify attack dice in step 3, you can only modify defense dice in step 5. For most perhaps all other cases you weren't able to modify them at all so you'd modify them after the dice is rolled, but before the effect goes into place.

This should get FAQ'ed however just to make sure everyone is doing it the correct way.
