While expensive at 56 points. Kenkirk with Isard and the Emperor is pretty sick. Once shields are down, that's guaranteed 2 evades every turn on a ship that has 12 hull (and it cannot be blocked). I'll take him with PTL and Engine Upgrade and sit at 63 points. Enough to fit in Soontir or Vader. On paper it seems nastier than the current Fat Chirn + Soontir. May have to complain about that combo.

Stress is the only way to stop it from happening, and you can get an echo or cheap whisper in there to throw off target priority. That's a mean mean build.
Getting Shuttles and Kenkirk back into play? I approve wholeheartedly. Good move. I also like the idea that this can help missile/torp shots. Concussion Missiles: automatically get 2 blanks flipped? Nice. Also awesome for Autoblaster Cannons.
Edit: They are REALLY working us over, putting sick upgrades like Palp and the TIE Advanced stuff in a $70+ expansion. If I played for Imp, I'd be all over this but alas... least favorite faction.

The point of the Emperor is to make your 3 and 4 defense dice dice ships nigh invincible. No more losing to bad rolls.

if you're running palpy with the scary as **** kenkirk, you're probably still using him to support the crap out of soontir and keeping kenkirk safe with pre-combat ptl boosts. The fact the palpy can save his own ass by giving Kenkirk guaranteed 2 damage cancels (or modify kenkirk's offense) is just icing

I think it would have been more thematic for him to modify one of the opponent's dice rolls. It seems to me that the emperor is way too much of a turd to be so cuddly and caring for his own pilots. Now, causing the enemy to run into asteroids, messing with their piloting while they are trying to evade or making them whif an important attack? Absolutely!

You mean like Biggs? If all Palpatine does is turn your Deci or Lambda into Biggs to protect your Phantom or Interceptor, than I think that's great. You've just added 10-16 HP to your arc-dodger to get him into the end game. An ability can still be good even if the ship that has it dies, as long as that ability forced your opponent to kill a ship first that they normally wouldn't want to.

Decimator, most likely. Chirpy will probably be his personal escort. However it doesn't give any extra evades so Yssane Issard will likely be the 3rd, still it can get stressed and focused down.

Still the curious question is the text. Once per round is that the same as a turn or a game (a single round in a tournament)? IF it is once per game then I doubt you will see this card anywhere.
However if it is once per turn then well actually I can see it for good use on a buzzsaw shuttle (EU+HLC) which really helps out the shuttles more than Decimator. Since the dual IG-2000 list came to play the Buzzsaw has essentially been replaced by a superior build.

A round is defined as the planning phase, maneuver phase, attack phase, and the refresh phase. That's why crits like Damaged Cockpit say "at the end of the round...." don't take effect until after everything else has happened. Player Turn, Phase, Round, Match (entire) that's the short list of how the game goes.

I don't think sprucing out his shuttle accomplishes much more than making it the easy target. Keeping it 29 points at least means you don't lose as much when he goes down, or if you decide to keep him at the ass end of the table while soontir/vader do all the hard work

the emperor isn't really c3po though, as funny as the comparison is. He's like an omni-present c3po that works on ships besides the one he's on, works regardless of how many evade results you throw, works on red dice, and also works at literally infinite range according to the article

First, the pirate has to survive Whisper's R1 shot.
Then, it has to roll two hits and at least one crit.
Then Whisper has to roll all blanks.
Then the crit needs to be a Direct Hit, or a successful Minor Explosion.
