Let's try it this way.
Say we had a hypothetical card that required both a cannon and a system slot, so it has both a cannon symbol and a system symbol down in the corner. Would you be arguing that IG-88 B could not use his ability on such an upgrade? This is the exact same situation, just the 2 symbols happen to be identical.
This is also the same argument the armada boards have been having with a wave 1 card recently. Admiral screed allows a player to change a die to a face with a crit symbol. Some of the dice have faces with both a hit and a crit symbol and there have been people arguing that he couldn't change those dice to that face. Those people at least eventually admitted that they were wrong, this has just stretched out to comical proportions.

With secondary weapons, such as cannons, the designers had the forethought not to include symbols on the crit damage card that affects them incase a new class of secondary weapons was ever created that they hadn't thought of when they created the core set. Mr. Moff was created much later but it must be assumed that just as much forethought went into his creation such that any ship crew he could ride with, and only ship crew he was riding with, would fulfill the conditions of his effect. If a card fills a crew slot on the same ship that he is in, he can push the eject button on their seat. Regardless how many slots his card fills, when the eject button is pressed, Big Poppa Palp's crew card is still a crew card filling a crew slot on the same ship for all intents and purposes. But he would force lightening the hell out of that ship as soon as he was removed.
So once per round? Is that like once per turn or phase or game (as in a round in a tournament)?
A round consists of the following four Phases.
Planning phase
Activation phase
Combat phase
End phase
Once a round is finished you immediately start a new one.

That would be Moff Jerrod's job. Come to think of it the none of the upgrade cards (except for C-3PO) really fit their roll in the movies. I mean you don't get to discard Ozzel when you use him.

And I refuted your other point where I mentioned in "other symptoms" that you're confusing text for an icon.
So, I am wondering... Your point is basically that he can't jettison Palps because he is not (x) but (x)(x) and I get your point - from language standpoint it makes more sense than others' arguments that focus on the fact that he is an [upgrade card] which is the name of card type and not exactly what Moff states as the condition as there is no "crew card" in the description, just crew icon.
But if you focus on raw ruling and laws of logic (one crew symbol over two) shouldn't you treat the card as one that fulfills the requirement anyway? I know others brought up this point already but I believe it was underargumented. From raw rules standpoint wouldnt (x)(y) combined card also fulfill the conditions? Say, a card that takes up both a crew and modification slots. You say that Moff can't do it because he doesn't include (y), (z) or any other icon... But does he really have to?

A card that destroys a "creature" also destroys "enchantment creature" even though it only states one of the listed types, just like cards that destroy enchantments can kill it.
Another one - protection from white colour also gives you protection from (white)(red) cards because they already fulfill the condition. It doesn't matter if it has red, blue or all five colours - it still meets the condition with the white symbol.
Wouldn't Palpatine meet the requirements through the same solid logic?
And, to others - he couldn't discard two crits, because the effect relates to one card with that symbol, not the amount of symbols. One card for one crit.

I think the great thing about this upgrade is that it will be applicable to loads of different lists - its not reliant on combinations to effect each and every game. It will definitely make the Shuttle more popular as a Palpatine caddy and could possibly make Soontir nearly unkillable. I'm thinking something like this:

Seriously people. The symbol on Jerjerrod's card is to IDENTIFY WHICH TYPE of upgrade cards (crew) he can discard, not to 'count' how many crew symbols he can airlock per round. Palpatine IS a crew upgrade card. It can be discarded by Jerjerrod.

Also, I think the rebel counterpart would probably be Obi-wan Kenobi (since yoda was just chilling on Dagobah during the galactic civil war).

Doesn't the Raider only have 2 crew slots? So the Emprah takes up all of them, short of a title that gives more crew slots. We haven't seen the back sides of the Raider cards, so we don't know whether a crippled section gets to retain a crew (or at least as far as I know). Not sure he is the best best choice on a Raider. In epic I would probably put him on a shuttle or Decimator regardless.
I really like his card, it is clear that they really thought hard about how to make him great and fitting for the game. I wasn't sure they would be able to make him viable in standard play, but they have done an outstanding job. The double crew slot was a great move. Can't wait for Jabba to take up 3 crew slots. Also now I really want an Obi Wan crew.

Um, isn't it the BACK of the card that determines what type of upgrade it is?
Well I started this way back around page 6. When you think about it this is what ffg wants. This is one of the main reasons they have previews. They want us to review the card and ask questions, so they can see if they missed any logic or card interaction. This way they can add it to the FAQ before the release.
Some people have analytical minds and jobs which require precise thinking and focus. I understand where pew is coming from. My wife has to constantly tell me to stop analyzing it some much and accept that something's are not 100% defined. It hard for people with our training and thought processes to do.
We are very much RAW in our lives and sometimes we take it too far. However, in this case I think we have helped ffg discover something which now they will clearly fix by release date. Think of our minds as Sheldon from Big Bang. Then you will understand our thought processes a little better and why we must state these things.

I don't think you need to be autistic to wrap your mind around the fact that Palpatine is a crew card, and nothing else.
Not saying that. Just saying that Yes I agree it will work that way, but I also agree that it doesn't clearly state it as everyone else is saying. It's hard to explain. For a while I was being treated poorly because of my color choice for screens. Being color blind, I had chosen a choice which I could see, but others could not. Finally, someone told me about it and I fixed the issue.
I'm a Data Scientist for a living, and since I study medicines and their treatment therapy, I totally see where he is coming from.
Imagine a doctor says to you, "Take this drug it helps all people who have 1 of your issues, even though you have the same issue, but twice as bad. Will it work for you? probably not. I know this is a bit extreme, but you get my point.
If I'm not 100% correct in my analysis people could die from wrong dosing. So I have to be. This is why we see this issue and the way it is worded. We are programmed to dissect everything we see and break it down to its sub components.
The internet and communities online, bring an entire world of people together over a common subject. However each of those people have unique brains and thought processes, which means there will always be two or more sides to every subject. Right or Wrong.
We cannot get angry with people because they think differently, we must embrace their idea's and weigh them carefully. Sometimes they may have a new avenue we never even thought about, which can lead us to a world of discovery.

In this instance however I think there is a difference between two people having differing opinions on a topic and this circumstance where an individual refuses to engage with a logical, reasoned line of thinking in favor of regurgitating their own flawed theory ad nauseum based on leaps of logic with no evidential grounding.
