Which Player Chooses Deployment Location?

During a campaign, an event is triggered which says to deploy a rebel figure on a colored deployment point. If that deployment point has another figure on it, which player determines the where the next closest square that rebel figure deploys? The Imperial player or the Rebel players?

For example, the mission has Han Solo deploy to a blue deployment at the end of a Round. If there is another figure on the blue deployment point, which player decides where Han Solo now deploys?

It's a triggered mission event that doesn't specify which player deploys. It just says, "Deploy Han Solo to the blue deployment point".

I would say the Imperial player chooses this. Under "Campaign Deployment" pg 11 of the RRG it states:

" The Imperial player deploys figures throughout the course of every mission."

and

" Deployment points on the mission’s diagram are hidden information. The Imperial player must follow these icons but cannot show the map to the Rebel players."

So I would argue that the Imperial players chooses where to deploy the ally if the space is already occupied.

I'd just tell the players where he'd pop up and let them choose the nearest adjacent square, but technically I'm rather sure that the Imperial player would choose.

There is a rule (last point under Rebel Allies pg 5) that states:

- Some missions give heroes control of a specific ally for that mission. These figures follow all normal rules for allies but have special deployment rules and do not give the Imperial player additional threat or an optional deployment. These figures do not restrict heroes from choosing to deploy another ally to the mission.

One could argue, since the Rebel players control the ally and follows all rules for allies, the Rebel players choose where to deploy the ally (if there is a choice).

I can see either way, so it is unclear...

Well, but it says they "have special deployment rules". If those special deployment rules appear in the mission text which only the Imperial is allowed to read, and it just says "deploy <rebel ally>" without specifying that the Rebels get to do that step, then it seems implicitly addressed to the Imperial player to do that deployment.

I personally would have it be the Imp player because the Rebels dont know where the deployment point is. Thats part of the Campaign guide and is hidden information. Telling the Rebels to deploy Han to the blue point wont mean anything to them.
